Cropping is not deleting. What this tool writes is a page boundary: the /CropBox entry. The page is simply told "show from here to here". The pixels and text you cut off are still in the file, and pulling the boundary back, or opening the file in an editor, brings them straight back. If the goal is to make something unreadable, that's a different tool: Redact burns the page to a bitmap.
