Both pages are rendered at the same width before comparing. If the two pages aren't the same size, the comparison falls back to top-left alignment, and a document that was shifted down slightly will light up as one big change. The page sizes are printed under the panes so you can tell that case apart from a real edit. The tolerance slider is for re-exports, where anti-aliasing alone can produce a cloud of one-value differences.

Summary
The report walks every page, so on a long document it takes a while. It's a plain text file listing the changed-pixel counts per page: the sort of thing you attach to a review, not a legal record.
